If I take a picture at 5 mp and I shrink the picture down to size so that it'll fit nicely on an 800x600 screen resolution, do I lose quality in the picture? Does it go down to like a 3mp or a 2mp if I reduce the size?
 
It definitely goes down in sive... 3mp means 3 million pixels. 800x600= .48 mp. So yes, you'll lose quality. The image will look fine on the monitor, of course, it just won't ever be printable or able to be restored to its original size without severe quality loss.
