Difficulty with CPU/MB Upgrade

I need some help. I installed a new Soyo MB and P4 this morning. When I try to boot up, the process stops just after it starts detecting the hard drive. My keyboard will not function and I cannot determine why. I checked all connections several times. It is connected by the PS2 connector. I tried the USB connection also but neither seems to work. The power light on the keyboard does not light. Anyone have any suggestions?

Do you have different cpu you can try? did you check that all jumpers are correct

is that the dragon ultra ? friend of mine went though 3 of them to get a good one . bad ps\2 ports.
