I think the second one is a "new" product (since it doesn't have any reviews yet, but reviews don't always tell you that its new/old).

Remember this: supply and demand.

Everyone likes OEM, OEM price goes up. Same with retail. At least, that's what I think.

If NeweggSupport could come in and elaborate for you, I'm pretty sure my answer will be pretty close to his. 🙂
