OK,

I've got people telling me that they cannot access "advanced settings" for their primary and secodary controllers under IDE/ATAPI Device controllers, when going through control panel->system->hardware->device manager. But they can find them when going to control panel->admin tools->computer management->device manager.

I have the "advanced settings" in both places? The program being accessed is the same, so why are there different options available for some? User logged on? I am on as a user, with admin privileges, not as admin, but I am the only user profile on the computer.

both instances are verified with XP Home Edition, and clean installs.

Is it a difference between the OEM and Retail versions of XP? I am using the retail version. The other verified instance is OEM version.

I haven't used XP home (only professional), but as far as I know there is no difference. When you say OEM do you mean a copy intended for OEM distribution, or a corporate license? If it's just an OEM, there is no difference, if it's a corporate license, it doesn't require activation, and that's the only difference.

I meant OEM distribution. Thanks for the info. The problem/quirk is pretty strange. Not sure if it is just a faulty driver install on the other end, or a group policy issue.
