Differences between electric companies?

I'm getting ready to move across town at the end of the month into a brand new apartment. I have to set up utilities, and the one that concerns me the most is my electricity provider. Is there a difference between companies(I.E. Reliant, Dynegy, etc...) , and if so, which one is the best? Your input will be greatly appreciated!

Check what they charge per kw hour.
See what sort of response policy they have if your house is without power.
See if they actually do meter reads, or if they just estimate.

Big three I can think of.
