Is the difference only superficial like in other products (no manual or fancy box), or more like the difference between the OEM and retail 8500s (lower clock speed on the OEM)?
In the old days it was great to buy an OEM videocard. It was 20%-30% cheaper than a retail board but clocked the same. Then, ATI decided they were gonna try and hoodwink the public by making the OEM's cards much lower clocked. But, I think ATI learned thier lesson and now an OEM RADEON 9500 Pro should be clocked the same as the retail version. But, don't be afraid to ask about it. I don't wanna see you get ripped off.
