difference between net connection and wifi?

Hey guys, a person's phone has internet connection so he can go to the net to do anything bit it shows that the wifi is not connected, I am not understanding why he would need wifi and also I had thought to get net connection in the first place you would need wifi to get it?
 
On a smartphone with data plan, you get internet through your cell connection. When you turn on wifi, you are trying to go through someone's internet connection, be it the coffee shop or your own home. Purpose is to save your data cap on your cell plan.
