Difference between DVD and CD burning...

Burning a full DVD at 4x seems like it would take a lot longer, since it has much more data, but it takes about the same time to burn a full CD at 4x. What's the difference?

1x when cd bruning is about 150 kb/s
1x when dvd burning is about 1.5 mb/s
So there are diffreences in speeds between dvds and cds.
