Can you be both, one or the other?

And if you consider yourself confident, does that make you arrogant?

Or if you're arrogant and acknowledge it, does that make you confident?

Not quite. Overconfidence is what you are describing. Arrogance, on the other hand, is when you project your own perceived superiority on others.
