I believe that it is forbidden to show people actually drinking alcohol in ads. Could be wrong, but I believe it's correct.

It's against the rules for broadcast but not cable. The man show featured people getting drunk all the time. Same goes for swearing and the infamous f*** episode of south park.

Is this a joke?

The FCC is freaked out and over policing the "broadcast spectrum" all the time, so no, it's real. What they fail to realize (or merely feel disempowered by) is the fact they have less control over cable and even moreso satellite.

If you think a beer, a boob or a f*** is going to shatter your precious naive mind then for God's sake quick, disconnect your tv, radio and internet. Go back to hunting roadkill and bible thumping, we won't miss you a bit.
