Did they stop making the LTE-enabled 16GB Nexus 7 (2013)

I've been looking to purchase two new 16GB Nexus 7 from the Play Store for the past two months. Every time I check the 16GB in LTE is always out of stock. Did they stop producing it?

There is no 16 GB Nexus 7 with cellular. Same as last year.

They've never made them to begin with.
