Did the blown PSU blow the MB as well?

I was plugging in the 110 AC power to the back of my PC when I heard a sizzle from the PSU. Tried to start the thing up, no go. Opened up the PSU and found a blown fuse. It was soldered to the circuit board, so I bought a new PSU from NewEgg. Got it today and it will not start. The CPU fan turns about 4 revolution then stops when I hit the power switch. I tried to jump the power switch posts on the MB in case the switch was bad, still no go.

1) How do I test the PSU? I know that you can jump two if the wires through the plug and it turn on, just not the proper pair. Just to be sure it is working properly.

2) Would it have killed the CPU? RAM?

3) Would it have killed the Sound Card, Video Card and NIC?

4) Could the drives be fried too?

Well, maybe I'll do up a duron system. It was low end to begin with. Want to keep the $ lower since I just built a Barton 2500 system.
