Did that law go into effect where I can keep my cell number when changing providers?

Law is in effect sometime in November. I've seen reports that Verizon (and I'm assuming more) is going to immediately start offering free month or two if you transfer your number to them. Might be a chance to get some good deals after this goes through later this year or early next year.

They are required to offer this functionality in November. They tried making a lot of BS excuses like this, but at the end of the day, they've been doing it in Europe and Asia for years and we all know it, and they finally have to suck it up.
