Did my video card just die?

I was adjusting the fan speed of my video card in ATI Tray Tools, and when I hit apply, the screen turned to blue and black vertical stripes. The screen then blacked out, a 'no signal' message popped up on the screen, and the video cards fan spun up for a second, like it does when it turns on, or is restarted by VPU recover. The screen stayed black though, and then the LCD on my G15 keyboard turned off.

I turned off the computer, and restarted, and then there was no signal from the video card. The motherboard beeped like normal, but the LCD on the G15 didn't light up like usual when the computer is powered on. The hard drive was active, but it didn't seem like Windows was loading. I tried switching DVI ports on the video card, and re-seating it, neither helped. I also tried resetting the motherboards BIOS.

The video card is an HIS X1950XT, motherboard is a Gigabyte 965P-DS3.

Did my video card just die, or does anyone have any thoughts?

Reseat the VGA, and use the jumper on the motherboard to Clear CMOS following the instructions in your manual.

Got a friend with a PCIe card? You could try switching them to see what happens.

If you have a very old PCI video card you could put it in so you could see the screen and flash the BIOS of your ATI card, which should effectively reset it.

If it were an Nvidia card that was overclocked too far and set to do it at startup the fix would be to press and hold CTRL key while you boot. I don't know if that would work with an ATI card or you situation or not, but worth a try.
