Did my PSU just die?

I have a generic brand Desktop with AMD brisbane 2850e CPU and a cooler master eXtreme CPU (model # RP-500-PCAR) .
About 8 months ago the PSU died (after approx. 1 year of usage) - the company replaced it and that worked well for about 6 months - now the computer is not working.
My knee jerk reaction is to buy a new PSU - however I want to be sure that it is in fact the PSU as the fans turn on - however the computer does not work, and also it has the same strange thing as before as the light on the keyboard stays on even after the power is turned off (of course it doens't work but the k/b light is on)

Does the fact that the fans work - mean that it's not the PSU?

Also if I do need to buy a PSU - is the following a suitable replacement?

re: usage - it's for a PVR that remains always on, and doesn't get much use except for Sundays when it is recording about 2 football games and then transferring them over the internet to my other location.
Speaking of which - being that my only use for this PC is transferring large video files (about 6GB ea.) over the internet (via FIOS connection) - does it matter what PC I have - i.e. is there a PC which would significantly increase the transfer time?

Not very good, in the scheme of things. But it should be okay as long as you aren't pushing it very hard.
