did MSI ship a batch of bad boards?

ok, a little while ago i was having problems with my Pro2-a and the multiplier settings(like it would run at 6.5x108 but not 7x100) so i went back to the store and they gave me a replacement board. i just installed it, put the voltage to 1.85 and it is doing the same thing on this board :| i know the cpu can handle it, because i had it sitting at 690mhzat 1.65V, so 700 should work(and does, so long as i don't use the multipliers)

the cpu is factory unlocked as well. can anyone tell me how i can fix this? it's becomming annoying
