Did James G. Watt's policies have any major long- or short-term effects?

Seriously, he was what some would consider a nutball and a religious fanatic, but nowhere can I find it mentioned that the changes he instituted had an impact. Does anyone know about this?

Yeah, his policies had short and long term effects..... just fortunately NOT the way he'd intended them to.
