Did I get lucky?

I bought a conroe 6600 about four months ago, and it has the A stepping

I am getting a stable 3ghz on it with the lowest voltage my board allows (real voltage = 1.184)

My temps at idle/low usage are at 35C with my zalman 7700cu.

At load, im getting a peak of 52C

My question is, how much farther should I push this "cherry picked" conroe until I get my h20 setup going?

Sounds like you did. I have a pretty good E6300 myself. So far it's done 3.1GHz at stock 1.3v. At 1.86GHz, I can drop voltage to 1.12v with RMClock in Windows, but it won't POST under 1.22v if I set it in the BIOS. I haven't tried undervolting at 3.1GHz, but that would be a good experiment, but for some reason RMClock freezes Windows if I run it when OCed to 3.1.
