Did I fry my motherboard?

I just built myself a new system and I was going to give the old one to my brother and sister.

Here are the specs: (of the old one)
Not sure on manufacturer of mobo 🙁 It's a SIS 530
AMD K6-2 500mhz
192mb pc133 ram
VooDoo3 3000 PCI
some sort of onboard sound

The power supply ended up getting fried. My dad ordered a new one, a cheap 250watt. Got it today and installed it. Here is what happened when I turned on the computer: The power led does not come on, but the reset led stays on continuously. The led on the cd rom also stays on. The computer does not boot, no beeps or anything. After I turn the computer on, neither the power button nor reset button works. I have quadruple checked all power connections. What does this sound like to you guys? How can I tell what is fried?

I would disconnect all HD and CDrom and Floppy first. Then pull out and reseat the PCI video card. Then make sure RAM is seated right. Take it out and put it back in. Try with just one stick too.... See if it posts then... (beeps and such)

Try another power supply. If you can smell something strange from your motherboard, that could be an indication that your motherboard is fried. The only way to be absolutely sure is to try the processor in another motherboard and the motherboard with another processor.
 
Dang it I don't wanna take my other computer apart. When the old power supply died I smelled everything and I didn't smell anything from the motherboard. But if it doesnt' post something has to be dead. It doesn't seem like its the power supply because the fans still come on.

That's exactly what I thought when my power supply died on me. I refused to believe that, until I decided to give it a shot. And guess what...it worked. 😱
