Did a sloppy job of putting on thermal paste, Amd socket A 1700 on a biostar MB.
It fried Quick!, burnt the chip.. nicely.

So... did this destroy my motherboard too. Because I put in my 2200 and the fan comes on, but no boot. Is it toast?

I think you did fry it.
Had a Gigabyte Mobo that got fried at work and also the CPU went with it a AMD 3200.
I didnt believe the Mobo was dead so took it home and tried a AMD 3000 with it.
With the dead CPU the fan would only do one inital spin and it was done.
With my AMD 3000 the heat sink would spin but no boot. tried everything finally sent it back to gigabyte and they fixed it.

I could guess that you were using conductive paste...and some leaked out making a contact with your mobo (bad deal).
