Did Comcast up the speed yet in the Montgomery County?

I'm just wondering because I went to the Comcast stand in the King of Prussia Mall and they said that they already upgraded the speed to 3.0Mb/s so I signed up for it. I tested my speed and it was at about 1.7Mb/s so I'm not sure if the guy lied to me or they will change it later.
 
Mine is no different but there's lots of places reporting that they've been upgraded. It seems as though they're doing it based on modem type and not area but that could be a coincidence.
