EDIT: Looks like the first time the FuseTalk Software was used for the forums was 10/09/1999. But I believe AnandTech itself resided on Geocities for some time, but someone will correct me on that, I'm sure.

The forums have been around in one form or another since late 97 or early 98, but the OT forum has only been around for 2-3 years.

I believe April 99 was the green Anandtech days. The color showed Anandtechs AMD bias very clearly back then.

OT forums launched when fusetalk was launched for Anandtech on OCT-99. It was on UBB before that and well, some of us remember how stable that was
