I think it was not; that's because the alien and sedition acts were repealed. also, Article V lead to the dominance of the modern Republican Party over the concept of majority rule combined with minority rights.
The only Amendment that I am sure corrected an actual error in the text was the 12th. The bill of rights did nothing (no 10th Amendment rules ever occurred as decentralism is natural and can't be enforced by a written rule); the 13th Amendment continued slavery because now no one is free to sell themself into a contract. The 11th could be used for more centralization of power.
Also, the northerners and southern blacks made up the vast majority even before Lincoln was elected. Congress should've just repealed the fugitive slave acts and let the Northern Protestants help the blacks free themselves; unfortunately, the GOP Congressmen wanted power for themselves. the 14th Amendment looked like something i would write; it was angry, wordy, and imprecise with 5 commanding sections like the 5 Pillars of Islam. The 14th Amendment was the War Amendment; Senator Sherman wanted to make sure that enough people could fight for Empire by making more citizens by the concept of jus soli.
I really fear whatever the 28th Amendment could be.
