dialup speed in win98SE vs Win2k?

has anyone noticed any difference in the dial up speeds under the 2 os's? on mine it seems like it's faster on win2k. on win98 it takes a while before it dials. is there a difference? if so, why?

you should be able to control the speed of your modem's dialing. I think you can goto advanced options and under special extensions or something, and you set s11=50(speed), you'll notice the dialing speed go up drastically. So I guess win2k default speed and win98 default speed is a little different.
