Dial-up Modem......getting slower!!! HELP

I am one of the few still using a dial up connection to connect to the internet. Up until about 3 months ago I would normally connect at 50.6 or 52...which wasn't bad. Now for some reason I am only conntecting at 42 or 44!! Would this be a phone line issue or modem issue. The modem is about 4 years old.

Any thoughts....thanks!!
