Dial-up modem disconnecting after about 45 seconds of being connected?

my girlfriend's computer connects to the internet via dial-up, then it disconnects after like 45 seconds. it says "connected at 41.5kbps" but it doesn't send or receive any data. i've never seen this before, what could be the problem?

First, have you checked with the ISP? Next I would make sure that the drivers are updated for the modem, and that she is dialing the appropriate access number. Also, it would be beneficial if you gave more information, such as OS and ISP, and how long this has been happening.
 
Smells like a noisy phone line or a bad modem. Plug a phone into the pass-through jack on her computer and see if there's any crackling or static on the line. This can be caused by moisture in the phone box or in a wire splice, or corroded contacts somewhere. Might be in the house or on the pole.

Alltel is the ISP, using Windows XP,
