Dial up connection and W2K

I'll try to make this short. Rural America, small ISP, dual boot W2K and Win98SE.
One ISP provides no DNS entries to configure DUN and everything works great. Good connect speeds and thruput and no problems surfing.
The problem ISP does require DNS entries and everything has been set and configured. Two problems exist. Either I get an answer that "no answer" or "unable to make connection" when ever I try to dial in. Tech help has been of no assistance.

The problem exists only while trying to dial from W2K. Is not a problem at all with Win98SE until just very recently and that is then on ANOTHER computer system with a clean install but no updates.

When W2K was first released, I seem to recall people having problems with dial up access and VPN connections and it was determined to be something with the change in protocol that W2K was utilizing. Can anyone remember what those issues were ? Does anyone have an idea what could cause such a problem ?

Same modem for both operating systems with appropriate drivers (current) installed. Even on the other puter, the modem and drivers are all current. I am at a loss as to what to do next as I have been fighting it now for almost 2 months. The only reason I persist is that the ISP I cannot connect to provides the best service, and connect speeds and I spend way to many hours a day on the internet doing research or updating my web site. HELP???
