diablo2 can't get the cow level

i finished the game i ahve all the requirememt but every time i transmute the two it won't, why? i stayed close to the cow but nothing happen. now where did i go wrong?
 
To get to the normal difficulty cow level, you must have beaten Diablo in normal dificulty and have wurt's leg and a tome of town portal (doesn't have to be full). Then you MUST goto the Rogue Encampment, transmute the leg and tome, and a portal will appear.
