Diablo II question - what does "ignore targets defense" mean in a weapons stats?

I picked up a unique scepter today that had "ignore targets defense" in its stats.

I'm too low level to use it still, but I'm very curious as to what it means. Do I just automatically hit? Anybody know what this does?

"ignore targets defense" means that your weapon will hit with 100% damage.
So if your total damage is say...39, that's how much health your target will loose. I don't know if the blocking percentage on shields have any effect on this. I think it does but I'm not sure.

Ok, hit with a 100% damage all of the time? Or, only when I "really" hit him.

Meaning - If I have a 75% chance to hit and do 36-78 damage, do I still hit 75% of the time, but do 78 damage?

It's sort of confusing sounding. Also - is this really an important/usefull attribute?

defense has nothing to do with damage. Defense is avoiding hits that otherwise get past shields. The only way to reduce damage taken is with resistances and certain spells/auras/equipment effects that reduce damage taken by x (sigon set reduces damage, for example). Oh, and vi, did you get that tape? :p

Chooie's right. Defense rating and attack rating has nothing to do with damage dealt or received. Its only a number of chance of actually landing a hit, or dodging an attack. I'm not quite sure what "ignore targets defense" is, but by the sound of it, you'll probably hit them 100% of the time. This is a quote of what it does

That's exactly my point, but the shield still has its own % chance to block.
