Diablo 3 low FPS help?

CPU - Intel Core i5 3570k 3.40GHz
GPU - R9 390
Motherboard - ASRock Z75 Pro 3
Memory - 16GB
PSU - 750W
SSD - Crucial 480

On other games I get over 100 but in diablo I get 50 and below and around 20ish in fights. Can someone help me? what is going on? I really appreciate the help
 
What have you tried on your own to diagnose it?

AFAIK, Diablo can run slowly for 3 reasons:

CPU limitations
GPU limitations
Internet limitations

As Larry said, your internet connection can actually cause low framerates in this game, oddly. Try turning off whatever else you have in the background and see if it helps.

While playing, open GPUz and see what your load % is. If you find you're nearing 100% utilization, disable supersampling.

If you're CPU limited, there's probably not much you can do; Blizzard titles are universally poorly threaded and notoriously CPU limited. Moving up to a Skylake CPU might help, as would overclocking, but you're not going to double your FPS even with the latest and greatest.
