DHCP windows XP

here is a picture of what I want to do.

I'm running XP on the main machine.
It's directly connected to the internet through ethernet, and I have a wireless card I want laptops to be able to DHCP in through.

its not working because the host machine isn't assigning IP addresses

Do you mean don't try to explain how to set up ICS, or do you mean you don't want to turn it on?

ICS was developed to do exactly what you are trying to do and is the only realistic way to do it with your system. If you want to share your Internet connection in Windows XP, you need to use Internet Connection Sharing.
 
WinXP as is has No DHCP Server.

Switching On ICS is in part switching On DHCP server.

Otherwise you can search and find a 3rd party DHCP software server application.

Or use a Real Server OS for a Server and Not a Client OS.
