DHCP on 2008 RODC Server

We have a Windows 2008 RODC server and we are trying to add DHCP. When installing DHCP we get the following error
Error: Attempt to configure DHCP Server failed. The DHCP Server service could not be started in a timely manner.

When trying to start the service we get the following error
Error 50: The request is not supported

I can't seem to find much online about this issue. Any ideas?
