Does it just let you use two PCI-E video cards? Or does it some how pull an "almost SLI" trick and double your video power?

pretty much an "almost SLI" trick, but is doesn't double your video power. I think it runs one slot at x16, and the other slot at x2 or x4. sometimes this trick outperforms SLI, and most of the time SLI outperforms it.

I'm only going to be using one GF6600GT anyway, but was just curious what this did for an upgrade path.

So, if I add a second 6600gt, they would work in concert? Or they would be two seperate video cards?

By the way, the mobo I'm getting is the LANParty UT NF4 ULTRA-D. I contemplated going w/ the SLI one, but it's $70cdn more, just not worth it for me.

Go to their Website. It has nothing to do with SLI. They basically used an Ultra Chipset and turned a 2x Port into a Physical 16x port. This isn't meant to be used for SLI, It just alows ou to use another PCIe graphics card for Multiple monitor support. They even say If you want real performance go with one of their SLI boards.
