DFI NF4 Ultra-D won't go over 220fsb

I tried raising the voltage, lowering the multiplier, and using the ram divider. My specs are

4000+ San Diego
DFI Ultra-D
2x512 OCZ 4200
Asus Geforce 6600
OCZ Powerstream 420w
200gb sata and ide Seagate hard drives

I also can't find the setting in the bios to change between 1T and 2T.

There may not be much room for overclocking with that 4000 CPU.

Set the CPU voltage to 1.5V, RAM to 2.7V, LDT to 4x, and RAM divider to DDR333.
