the nf4 chipset fan on the mainboard spins up when booting, then shuts off.. is this normal?

yeah, that is normal, because the bios controls fanspeeds based on temperatures. IIRC, the default for the UT NF4 boards for the chipset fan is "full speed" >50C and complete shutoff is <25C. So it will spin up on boot, then shut off completely until it reaches 25C.

lol, took me a while to find the first time

just a suggestion, I turned my shutoff temp to 30C and "full-on" temp to 55C, and it now never runs above 2000rpm and doesn't hit 40C under load. much quiter:)
