DFI motherboard CPU fan header

Does there have to be a fan drawing power from the CPU fan header on DFI motherboards for the board to turn on? I remeber hearing somewhere that if a fan was not connected to the header, the board wont turn on (for idiot-proffing reasons maybe?) Will a fan with that draws power from a 4-pin molex connector and has a 3-pin connector with only a rpm sensor wire connected to the CPU fan header work?
 
It shouldn't. You might be thinking about a BIOS setting that will trigger an alarm/maybe shutdown if the cpu fan/nb fan is spinning below a certain RPM.
