DFI Lanparty Ultra-D: Won't detect devices on IDE channels

I have a Maxtor HDD and a DVD-ROM connected to different IDE channels, both set as master devices. but the motherboard won't detect them. I KNOW the DVD-ROM works but I'm unsure about the hard drive. any suggestions?

the jumpers are set properly. The IDE channels are enabled in BIOS.
