DFI Lanparty Ultra B Not posting

I just built a computer for my friend with a DFI lanparty NFII ultra B mobo, but upon startup it's not posting!! I've tried resetting the cmos, and still nothing. Anyone have any ideas or do i have a defected board? TIA.

Check all connections are fine and installed correctly,make sure the 12v lead is plugged-in,last resort is to try booting out of case,btw what does the LEDs on the board say?

yea i checked cables there all plugged in... the diagnostic led's are ALL lit up (boot up mode). Im gonna try to remount the heatsink and see if thats the prob too...
