Devils Canyon Stock Cache/Uncore (Turbo) Multiplier

For Devils Canyon parts is the cache multiplier supose to follow the core multiplier when running at stock?

I'm asking about the above because on my 4790K the stock multi maxes out at 40x during turbo, yet my 4770K the cache matched the core during turbo.

Also has anyone noticed that the cache will actually drop in frequency (to 36x) BEFORE the cores under high load if TDP throttling is tripped?
