Device manager error??

OK what the hell is this?? i just did a fresh install of XP on this comp like 3 days ago have all the updates and such and everything should be fine
today i try to go in to the device manager so i can install the onboard lan drivers and i get this message

"windows cannot access the specified device, path or file. You may not have the appropriate permissions to access this time"

and the window says "mmc.exe"

What is this im the only user on this comp logged in as admin.

another thing when i double click "user accounts" in the control panel absolutely nothing happens

 
It could be that your HD is dieing, or some bad ram. I would test your ram first, memtest86 will do it. If that passes just fine, then try running some diagnositics on your hd. Are you by chance overclocking your computer?

nope its a Tbird 1.4 with 256 megs of ram runnig stock at the moment

i donbt its the ram cause ive been running SETI nonstop sence it was up and running. so i trust that all is stable. ill try memtest anyway then soem HD diagnostics
