Determining Fan Watts

I could be wrong but is it not votage x amps? The reason I ask is because I have a Scythe Ultra Kaze which is 12 V and .60 amps coming to 7.2watts. I purchased a sunbeam chromatic windmill that is said to handle 10 watts per channel (7channels total). After using this for about a day, the fan speed on the ultra began to fluxuate and would not go higher than 1500 rpm on a 3000 rpm fan. Channel went bad it seems. I put it on a different channel and same thing in about the same amount of time. Nice move there. Now I only have 5 fully funtioning channels I would guess. Have not tested with other fans as of yet. I just used an old fan controller for a zalman cpu hsf for now. I do have this connected to the mobo and I am wondering if the mobo can handle an ultra kaze.

The fan draws the 7.2 watts when running at it's rated speed. It draws a lot more on start up. It will also draw more when accelerating.
