Desperately need help on splash screen problem.

I am running the desktop in Win 98. I loaded a small US flag on my desktop. Now when I shutdown or startup the flag comes up as a full screen. Would be ok except it is blown up so large it looks really bad. When I boot up, the Win 98 screen pops up , then the black screen like post up, then the flag. same type thing on shutdown. The flag was loaded originaly as flag.bmp. I have deleted all files with that name or even close. I have never messed with the registry so I don't even know where to start here.
Would really like to get rid of this without reloading Windows.
Any and all ideas appreciated.
