Question Desktop shortcuts to command scripts don't work in Windows 11

It appears you can't drag a command scrip to the desktop to create a shortcut in Windows 11 but have to do so by right clicking on the desktop and choosing "new" then "shortcut". I did this for two command scripts I have that I use every day. The problem is once created the shortcuts don't work. Now if I right click on the shortcuts and try to run them as administrator I get a "WIndows Security" pop up box that says "These files can't be opened" and then "Your Internet security settings prevented on or more files from being opened" but that is all it says and it gives no details except a the path and program. I have no idea what settings this is referring too and I looked around the Internet settings but could not figure it out. This is a new install of Windows 11 from last week on a brand new machine. If of any consequence I did a clean install of Windows 10 and immediately upgraded to Windows 11.

It appears I found reason for this but not the underlying cause. I installed iTop Easy Desktop and that seems to have changed something because it's not just my command script shortcuts but most of my desktop shortcuts that stopped working. After I uninstalled ITop everything works fine.....but I want iTop Easy Desktop so now I need to figure out what it did that changed things.

Any ideas?
