This may be the stupidest question ever....but what program are you using to skin XP in that first picture?

Its not a stupid question at all. I use Style XP.
All it really does is unlock your UXTHEME.DLL so you can apply msstyles.

If you go to C:\Windows\Resources\Themes\Luna you should notice one .msstyle file in the folder.
You can download more and use them IF you hack windows. StyleXP does it for you safely.

OR........
You can go to Wincustomize.com and try using some of the other programs. But they suck up lots of resources and usually make your system unstable.
