It all depends on what audience your site is being presented to.
1024/768 is a graphical standard, and any graphics enthusiast such as myself will tell you the same.
I wouldn't bother with people in 800/600, because it's a ridiculously small resolution..
but again, it dependes on who your presenting too.
1024/768 would make the most sense however.

hardare site - most people would probably use 1024x768....

800x600 is too damn large - and most viewing hardware sites probably
have 17" monitors - not to mentiont hat 17" is becoming the standard.

Design your site using variable width tables (a percent value instead of pixels) so that your site will work with all resolutions. This is the best way to design for the web...

In all honesty 1024x768 is a more viable solution IMHO.

I usually target my designs at 800x600 and above. And like somebody said above, use percentages instead of discrete width and height measurements. 640x480 is just silly nowadays. :)

I target ALL my designs (I design websites as a job..) for 800x600 and above. Anyone who uses 640x480 will already be used to side-scrolling.
