Desktop Panels Switching

I have a basic, yet aggravating problem.

Whenever I reboot X or the computer, my panels switch from top to bottom. For instance, the panel with the time, Applications, Places, etc... goes from the top to the bottom while the panel that contains active windows and workspaces goes towards the top.

I tried locking each icon to no avail. Additionally, the only way to switch the two is to expand them and then click and drag them. The panel properties Top, Right, Left, Bottom does not work to switch them back.

I searched Google and could not find the fix. I looked at the xorg.conf which contained nothing either (Though I did manage to enable my Stylus since this is a Tablet PC 🙂 )
