Desktop not turning on, is it the PSU?

I have a PC I built a few years ago that is not turning on. The only thing that happens when I press the Power button is that the CPU fan attempts to move a millimeter and fails to do so. The PC also has had a bit of a history in recognizing a monitor signal, said monitor has been used with a laptop successfully since. Desktop has not been used for 13-14 months. Would like to get it working again but I don't know what the problem is nor how to fix it. The PSU is a seasonic X650 Gold.
 
Nothing phenomenal, I gave it a blast with a compressor and brushed it and have disconnected and connected all cables about a month ago. Before posting I disconnected down to the main essentials, just the CPU, MB and HDD connected now.
