desktop & navigation dissappear in win2k

I was taking a look at what is being loaded upon startup for a win2k pro sp3 system in order to kill some adware with a piece of software called Startup Control Panel by Mike Lin. I unchecked a few things I was pretty sure were unnecessary, but when I rebooted, no icons appeared on the desktop and neither did the bar at the bottom with the start menu. Everything else appeared to be working properly, and I was able to Ctrl-Alt-Delete and re-run the utility through the task manager, and I rechecked everything that was disabled. However, when I reboot I'm still not getting the desktop & start menu. Does anyone know where I might start troubleshooting this?
 
Boot into Safemode.

Check in your Startup directory for a .LOG
file and delete it.

C:\Document and Settings\<USERNAME>\Start Menu\Programs\Startup
 
CTRL-ALT-DEL

then under the applications tab select 'new task'

then type in 'explorer' or 'explorer.exe'


hope that helps at least temporarily
