Desktop lag even with new GPU.

So i recently started having trouble with my PC dropping performance drastically after about 30 minutes of use. I can also trigger the bad performance by running a game which will instantly cause my PC to lag until restart. But recently the problem has been getting worse and it does it even on restart.

I eventually narrowed it down to being a faulty GPU through forums etc... I bought a gtx 1060 and to my surprise, the problem still persists. Its almost like everything is in slow motion, especially when dragging windows around. I know that its not an overheating problem as all of the temperatures read fine and I have also reinstalled windows so its surely not a software issue.

I have an I5 3570K OC 4.2GHz with heat sink 8gb Corsair RAM 8gb Patriot RAM an SSD and HDD 1TB CX750 PSU gtx 1060 6gb ASROCK Z77 Extreme 4 motherboard.

Ive also found that when I use windows basic the lag goes, but it doesn't let me swap back to Aero. This isn't really an option for me as the screen tearing in windows basic is too much to handle.

Any help would be greatly appreciated as this has been going on for weeks and I just cant figure it out.

Update 1 - I took out 8 gbs or my RAM and left in the Corsair. I got 4 hours of use without the PC lagging and i thought it was fixed. It seems that if i move and swap the RAM each time this takes place, it takes longer for the lag to return. Maybe this is just a coincidence but im pretty sure it has something to do with the RAM or the Motherboard.

Update 2 - After leaving my RAM in the same slots, the problem gets worse. The lag happens as soon as my PC restarts and turns back on. However if I change up the sticks and position, i get a little longer before the lag happens.

If you turn off the page file, does anything change?

If you move your video card to the second pci-express slot, does anything change?

K. Are these games that cause the issues online and/or MMO? If you disconnect from the internet, do you still encounter the issue?

It doesn't have to be in a game, sometimes it will happen randomly if i wait long enough.

I think I may of found the problem, whenever the lag is happening, dwm.exe runs at 20 - 25 CPU power on processes. but now that my pc isn't lagging it has 0.

That could be it. Try this....
1. Download KB3020369 and KB3172605, then reboot.
2. Immediately Install KB3020369, reboot
3. Immediately Install KB3175605, reboot
4 (optional, but recommded). Download and install KB3125574 from https://www.catalog.update.microsoft.com/search.aspx?q=kb3125574

Let us know how it runs after that.
Everytime i try and install the updates it says, "This update is not applicable to your computer". So im not sure if that is the issue.

Windows 7 right? Are you getting the 64-bit ones or the 32-bit ones?

Possibly a silly question, but do you have sp1? If so, try #4 If 2 and 3 don't work.
