Desktop icons missing, "Start" button doesn't function on Win ME pc...

The icons are missing from the desktop on the PC (these are regularly used programs) and the start button doesn't pull up the menu (right clicking on the START button doesn't do anything either).

Is it likely that this is the result of a virus?

It is a Compaq PC with a Restore CD. Will using the Restore CD reformat the hard drive so that if this is the result of a virus it will be removed by restoring the PC to factory specs?

Compaq + ME = One big problem

Truthfully it's not worth fighting with ME over this. It's probably some explorer.exe error which you would be better off formatting and running windows 2k instead.
